U.S. District Judge Beryl Howell barred widespread warrantless immigration arrests in Washington, D.C., unless agents can show probable cause that a person is likely to flee. Howell found the plaintiffs had shown a strong likelihood of an unlawful pattern of warrantless arrests. She ordered that agents who carry out such arrests must document the specific facts supporting probable cause and provide that documentation to the plaintiffs. The ACLU and other groups said federal officers were stopping people indiscriminately in neighborhoods with large Latino populations. The Department of Homeland Security denied having such a policy...

The Trump administration plans to require all foreign tourists to provide their social media histories from the last five years to enter the country, according to a notice published Tuesday in the Federal Register. The data would be “mandatory” for new entrants to the U.S., regardless of whether they are entering from countries that require visas, according to the notice from Customs and Border Protection. Residents of the United Kingdom and Germany are among the countries from which visitors do not require visas to visit the U.S., which, according to the notice, could add an extra hurdle for travelers. British citizens and people of other waived countries currently can complete “Electronic System for Travel Authorizations” in lieu of obtaining visas...
