The U.S. Senate on Sunday moved forward on a measure aimed at reopening the federal government and ending a now 40-day shutdown that has sidelined federal workers, delayed food aid, and snarled air travel.In a procedural vote, senators advanced a House-passed bill that will be amended to fund the government until January 30 and include a package of three full-year appropriations bills. If the Senate eventually passes the amended measure, it still must be approved by the House of Representatives and sent to President Donald Trump for his signature, a process that could take several days.

A federal appeals court in Boston, for a second time, late Sunday flatly rejected a request by the Trump administration to block a lower court judge’s order that it pay 42 million Americans their full SNAP benefits during the government shutdown. But the judge’s order remains paused as a result of a prior Supreme Court ruling until at least Tuesday night. That gives the administration time to return to the Supreme Court and ask for a permanent stay of the order pending its appeal of the case. The ruling Sunday by a three-judge panel of the 1st Circuit Court of Appeals came a day after the U.S. Department of Agriculture threatened states that have issued full benefits since Friday with financial penalties if they do not “undo” those payments...

Typhoon Fung-wong blew out of the northwestern Philippines on Monday after setting off floods and landslides, knocking out power to entire provinces, killing at least eight people, and displacing more than 1.4 million others. The typhoon was forecast to head northwest toward Taiwan. Fung-wong lashed the northern Philippines while the country was still dealing with the devastation wrought by Typhoon Kalmaegi, which left at least 224 people dead in central provinces on Tuesday before pummeling Vietnam, where at least five were killed. Fung-wong slammed ashore in northeastern Aurora province on Sunday night as a super typhoon with sustained winds of up to 185 kph (115 mph) and gusts of up to 230 kph (143 mph)...

U.N. climate talks get underway in Brazil on Monday, with delegations from almost every country set to convene on the outskirts of the Amazon rainforest to discuss how to tackle the climate crisis. The White House has confirmed it doesn't intend to send any high-level representatives to the summit, marking an unprecedented absence of U.S. officials at the conference. President Trump announced Friday that he has directed the Department of Justice (DOJ) to launch an investigation into major meatpacking companies, accusing them of driving up beef prices through "illicit collusion, price fixing, and price manipulation." In a post on Truth Social, Trump said the move is intended to protect American ranchers and consumers from what he described as unfair practices by "majority foreign-owned meat packers." A major UK trial of a controversial feed additive designed to reduce emissions of planet-warming methane gas by dairy cows has ended. Arla Foods, owner of the UK's largest dairy co-operative, is now reviewing the results of the tests on 30 farms before any decision on future use is made. The launch of the Bovaer supplement trial last year saw concerns raised over food safety, as well as misinformation and conspiracy theories posted online, with videos on social media showing people flushing milk down the toilet in protest. Bovaer is now the focus of an investigation in Denmark after farmers raised fresh concerns but manufacturer DSM-Firmenich said the additive was "proven, effective and safe"...

State and federal prosecutors have charged more than 320 people and uncovered nearly $15 billion in false claims in what they described Monday as the largest coordinated takedown of health care fraud schemes in Justice Department history.
